SCHEME OF NATIONAL SCHOLARSHIP AT SECONDARY STAGE FOR TALENTED CHILDREN FROM RURAL AREAS

INTRODUCTION : It is a National Scholarship Scheme which has been in operation since1971-72. But in Manipur it was started in the year 1996-97. The aim of the scheme is to achieve greater equalisation of educational opportunities and to provide a fillip to the development of potential talents from rural areas by educating them in good schools. There is no income ceiling under the scheme. It is a National Scholarship scheme which has been in operation since 1971-72.

RATE OF SCHOLARSHIP : The scholarship is awarded at the end of the middle school stage and continuous upto the +2 stage. The rate of the revised scholarship upto Class - X is Rs.30/-p.m. + tuition fee where levied and Rs.60/-p.m. upto XII-Class. For scholars residing in Hostels is Rs.100/- p.m. The Scholarship is paid to the Scholars through their institutions. Scholarship will be paid for 10(ten) months in an academic year.

PROCEDURE OF SELECTION: Selection of Students is to be done at 2(two) stages.

FIRST STAGE: At the 1st Stage, the Selection of the Students will be done at School Level. Any regular student reading in Class VIII in a recognised school (Govt./govt. Aided/Private Recognised School) located in community Development Block/Tribal Development Block is eligible to compete for the Scholarship. The Head of the institution, after having a selection test at school level will send up the following number of students on merit basis for the final Examination.

SECOND STAGE: The final Examination is to be conducted by the Department of Education(S) with the help of Zonal Education Officer in each Zone. The Examination is to be organised with a Zone as a Unit. The final selection is however to be made with the CD/TD Blocks as a Unit. Required number of students (category wise) from each block will be selected on merit basis for the Scholarship.

PROGRAMME OF THE EXAMINATION: The Final Examination may be held in the month of the October. The application Form of the Final Examination may be collected from the ZEO(S)/D.I.(s) concerned. A tentative programme for the Examination is as below :-

  1. Issue of the Notification - May.
  2. Last date of Form submission - July.
  3. Issue of the Admit card - Sept/Oct.
  4. Examination - October.

In the Scholastic Achievement Test there will be 40 questions in Social Sciences, which include History, Geography and Civics, 40 questions in Physical Sciences including Physics, Chemistry and Life Science and 20 questions in Mathematics. All questions will be Objective Type.

SYLLABUS: There is no prescribed syllabus for the Examination. However the course of studies up to Class-VII prescribed by the Government of Manipur will be followed.

PROGRESS REPORT: The Head Masters of selected schools will be the local guardian of scholars in their schools and will be responsible for watching over the progress and helping them to overcome any difficulty or problem that may arise from time to time. An individual progress card in prescribed form will be maintained for each scholar. The Zonal Education Officer will also be responsible for watching over the progress of the scholars. The progress of the scholars should be forwarded to the Department when the scholarship is to be renewed at the beginning of the session.

PAYMENT OF SCHOLARSHIP: The scholarship is paid to the scholar through their institution. The amount of scholarship is to be drawn by the concerned Zonal Education Officer and disburse the same through the Institutions. The scholarship for the year may be paid in installments.

COMMENCEMENT AND END OF CLASS VIII SCHOLARSHIP: Scholarship commences from the month in which the admission is obtained in the school and shall be paid up to the month in which last examination of the secondary stage of education, is held. In case of the renewal of the scholarship for the subsequent year at the Secondary or Higher Secondary Stage the scholarship will be paid in continuation to the month in which the scholarship was paid in the previous year.

SUSPENSION OF SCHOLARSHIP: If the scholar does not make satisfactory progress the scholarship will be suspended. It will be reviewed with the recommendation of the Zonal Education Officer. Though the scholar makes satisfactory progress no scholarship will be paid for the suspension period.
